Designing a quality system from scratch can normally incur a good deal of heartache and frustration. Traditionally the management group would define the goals that are associated with gathering the quality data, recording it appropriately then establish suitable response mechanisms.

Constraint 3 - The ability to act in a timely manner. Quite often the data is collected after the process variation has occurred and the key operators have limited opportunity to effect the corrective actions.
Constraint 4 - Many improvement initiatives utilise fast turnaround to reduce production costs. Therefore any quality monitoring must be quick, precise and allow immediate engagement of any corrective action.
